Specialist, International Business Operations - (180000BJ)

The International Business Operations Specialist optimizes the day-to-day business operations of the University of Maryland Baltimore’s (UMB) international affiliate support team.  This involves the practical application of management principles and techniques to the operational activities of UMB’s affiliates and branches, located in six countries in sub-Sahara Africa and Haiti.  This position is expected to provide solutions to complex challenges, prioritize critical requests and needs from the field offices, and support compliance with policies and procedures.  Responsible for efficient and effective day-to-day department operations by independently analyzing the current international operations, identifying internal client needs, creating reports, maintaining internal and external-facing websites, developing improvement plans, and assisting country offices in implementing changes.

Knowledge, Skills, and Abilities


Elementary knowledge of: reference and research methods and techniques used in collecting, compiling, and organizing data and information; basic methods and techniques used in organizing and conducting studies and analyses or programs, procedures, and organizations; basic analytical and statistical principles and techniques.


Skilled in the use of office automation software and its application, in operating manual and automated office equipment.


Ability to establish and maintain effective working relationships, to present ideas and information clearly and concisely both orally and in writing, to perform mathematical computations, to present statistical material in chart and graph form.


Strong customer service orientation and ability to communicate effectively and build constructive working relationships in a diverse, international working environment.



Hiring Range: Commensurate with education and experience

Collects, compiles, and organizes data pertinent to ongoing international programs.  Analyzes, summarizes, and communicates this information to appropriate officials. Develops and maintains internal and external facing websites to help manage workflows, facilitate document sharing and storage, simplifies deadline tracking, and provides up-to-date information on the international programmatic portfolios.


Assists in the conceptualization, development, and drafting of written products, such as training materials, website content, progress reports, marketing material, and other information resources for the improvement of the University’s international operations.


Synchronizes the business operations of the international offices. Assists in the planning and implementation of new or revised websites, procedures, and practices.  Assists in evaluation of and compliance with international policies, procedures, host-country laws, sponsor regulations, and University requirements.


Develops and maintains calendar and tracking system for critical host-country compliance requirements and supports execution of these requirements.

Coordinates administrative activities for the international affiliate support team, such as assisting in the formulation and preparation of budgets, affiliate resource management, and procurement operations.  Supports international office administration, fleet and vehicle administration, human resources and safety and security.


Consults with UMB departments, international staff, and administrative officials regarding policies, trends, and interpretation of data and program needs.  Provides routine and non-routine technical advice, problem-solving assistance, answers to questions about policy and procedure interpretation, and operations support for affiliates and their respective boards.


Conducts basic efficiency, time and cost studies and analyses of work processes and systems.  Prepares simple statistical tables and charts, staffing patterns, work flow and organization charts.


Performs other related duties as assigned.






Experience:  Three (3) years of experience in business operations, administration, human resources, program management, program operations support, or related field, with at least one (1) year of experience in the international development or relief sector.  Prior human resources experience is desired. Ability to communicate (read, write and speak) in French at an intermediate or higher level is required.



Education:   Bachelor’s degree in international relations, business administration, public administration, finance, marketing, accounting, human resources, or other related field.

Work Environment

MGIC is a nonprofit affiliate of UMB with a mission to administratively support international operations of UMB principal investigators. Our purpose is to provide the administrative infrastructure for sizable and sustained operations outside of the United States.

Currently, MGIC operates in Kenya, Nigeria, Rwanda, Tanzania, and Zambia, with registration application in-process in Haiti. These operations support the research and clinical programs of the School of Medicine's Institute of Human Virology.
