Deepen your understanding of which regulations apply to your non-US organization and then learn how to apply the USAID regulations. You’ll go through the regulations step-by-step and see how to interpret key concepts in the standard provisions for non-US organizations, administrative USAID funding requirements, and cost principles.
After this course you’ll be able to identify and navigate through regulations specific to non-US organizations, find answers to questions about your award – from “can I provide quarterly advances to my field offices” to “what are the prior approval requirements for non-US organizations” to “how do I dispose of a vehicle and what do I do with my unused supplies?”
In addition to maintaining donor compliance, you’ll also learn how to build strong working relationships with USAID; how to manage your US partner organizations and the differences in USAID rules and regulations for non-US organizations; and develop policies for successful management of your grant or cooperative agreement.

- Anyone managing or bidding on a USAID grant or cooperative agreement from finance, compliance, program, administrative or new business development teams
- Independent auditors or CPAs who perform compliance or financial audits within the development sector
- USAID staff, especially Agreement Officers and Agreement Officer’s Representatives
This course can also help you with regulations that apply across US Government funding agencies. However, if you have a USAID contract, you should attend our USAID Contract Management course.

How will you learn

Start with a look at the largest regulation:
- 2 CFR 200.
- Day 1 includes two activities: Budget Revisions and Property Standards.

- Financial management; Internal controls; Payments, advances, reimbursements; Banking and interest; Cost share

Day 2
Day 2 is a continuation of Day 1 and the focus remains on 2 CFR 200. Be prepared for two more activities on Procurement, and Subrecipient and Management.

- Contract, cost, price analysis; Contract terms and conditions
- Financial and programmatic reporting

- Subrecipient monitoring and management

- Closeout procedures; Adjustments, amounts due
- Marking basics; Presumptive exceptions; Waivers
Day 3
Day 3 focuses on 2 CFR 200 Subpart E – Cost Principles.

- Selected Items of Cost
Day 4
Start Day 4 with an overview of standard and required as applicable provisions for Non-US organizations. Finish the day with a look at another regulations 22 CFR 228.

- Mandatory standard provisions for Non-US organizations (M1: Allowable costs; M3: Amendment of award and revision of budget; M6: Eligibility of commodities and services; M14: Preventing terrorist financing)
- Required as applicable provisions for Non-US organizations (RAA1: Advance payments; RAA2: Reimbursement payment; RAA3: NICRA; RAA4: Indirect costs charged as a fixed amount; RAA8: International travel; RAA15; Program income)

- Overview of 22 CFR 228; Source, Origin, Nationality requirements; Definitions; Scope and application
- Geographic codes; Source of commodities; Nationality of suppliers
- Foreign government-controlled organizations; Nationality of employees and consultants

Day 5
The final topic is audits. Finish the course with a ‘review your own award’ exercise.
