Lisa Lucas is an experienced business development consultant with 20 years of experience at the British Council bidding for and managing international development contracts with DFID, EU and World Bank and a further 10 years working in consultancy supporting INGOs.
Lisa has supported UK, Irish, Danish and US INGOs, assisting them with making the transition from grants to commercial contracts. Her work has focussed on strategy development for commercial contracting as well as supporting clients both prior to and during the ITT process. This has included support to BBC Media Action, CARE International, Concern Worldwide, Danish Refugee Council, EngenderHealth Inc, FHI 360, IRC, Self-Help Africa, Teach2Teach International, Tree Aid, Trócaire and other INGOs.
Lisa produced a business plan for Self Help Africa, May to November 2019, which outlined and costed the investment, resourcing and systems required to develop their commercial contracting business. Lisa reviewed their current portfolio, structures, systems and processes, conducted a market analysis and developed a strategy and implementation plan.
She assisted Concern Worldwide to secure their first DFID payment by results commercial contract worth £25.4 million over four years (2016-2020). Lisa provided bid mentoring support to the Proposal Manager and Finance Manager over a nine month period providing guidance on the whole proposal process including consortium management and the commercial proposal. Assisted EngenderHealth, Inc. USA to secure their first DFID payment by result commercial contract worth £15 million, January 2019. Lisa provided commercial contract training sessions for HQ staff and followed this up with intensive bid mentoring support in 2018/2019. Support was focused on the commercial proposal: completion of the pro forma financial templates; the commercial narrative and their PBR methodology.
Lisa assisted Danish Refugee Council to secure their first DFID commercial contract in Ethiopia in November 2018 worth £21 million. Lisa provided commercial contract training for HQ staff in 2017 and provided intensive bid mentoring support through the tender period, focussing on the commercial proposal. Design and delivery of Training (webinars) and mentoring of country offices on donor engagement: Lisa supported country offices at the British Council to more proactively engage with their donors in their country to influence the design of and gather information on forthcoming bid opportunities.
