Operationalizing locally led development: Our 2025-2027 strategy

We believe that equitable and locally led development is possible only when organizations have the autonomy to shape their own structures, manage their people, control their funding, and navigate risks.

That’s why we focus on building equitable, resilient, and accountable operating models through our training, consultancy, membership, and advocacy efforts.

We engage with three key stakeholder groups within the global development ecosystem:

• INGOs to strengthen the way they work and to align their operating models with the priorities of locally led development
• CSOs to strengthen and scale their operations in response to the evolving funding landscape
• Funders to adopt standards and practices that will help them deliver on their commitments to invest in locally led solutions

 

1. Influence the global development ecosystem to be more equitable, resilient, and accountable through three major sector wide initiatives​:

• Launch the transformational International Nonprofit Accounting Guidance, or INPAG, championed by IFR4NPO, that will revolutionize equitable accounting practices for CSOs, INGOs, funders, and governments.
• Lead the TIME initiative: Transforming INGO Models for Equity, where INGOs rethink and transform their operating models to better contribute to equitable development.
• Strengthen global capacity to respond to sexual abuse, exploitation, and harassment (SEAH) through IQTS (Investigator Qualification Training Scheme).

2. Equip client organizations with innovative tools and resources to design scalable, high-impact ERA operating models:

• Provide tailored tools and resources to develop flexible, fit-for-purpose operating models that grow with their needs.
• Explore digital and AI-driven solutions that streamline processes, reducing financial and compliance challenges.
• Launch a dynamic, four-part capacity framework that allows CSOs to meet the evolving expectations of funders and capitalize on new opportunities.

3. Strengthen Humentum’s own operating model:

• Continuously enhance Humentum’s internal operations to model ERA principles and best practices.
• Ensure Humentum’s financial health through robust revenue streams, strategic value investments, and client-centered culture.
• Position Humentum as an employer of choice in the global development sector.
