Richard J. Taylor is a Certified Public Accountant (CPA) with more than 35 years’ experience in the US government and as a consultant in the areas of accounting, auditing, financial management, fiscal accountability, and fraud prevention and investigation. In addition to being a CPA, Richard is a Certified Fraud Examiner (CFE) and Chartered Global Management Accountant (CGMA). He has held senior management and advisor positions at USAID’s Office of the Inspector General (OIG) and Office of Acquisitions and Assistance’s Contract Audit Management (OAA), and the Millennium Challenge Corporation’s Department of Compact Operations.

Richard spent the first 15 years of his career with the Defense Contract Audit Agency (DCAA) providing a wide range of audit services within the US, Europe, Africa and the Middle East. Richard has directed and conducted financial and performance audits and pre-award assessments of contractors and recipients, overseen independent audit firms auditing USAID award recipients, prepared NICRAs and budget proposals, assessed delay claims, terminations, equitable adjustments and formulated financial management and fiscal accountability policies.
