Phil has over 30 years’ experience in appraising public and third sector organisations and securing change to improve performance and reduce costs. He is comfortable in writing clear, succinct reports that are based on a rigorous analysis of qualitative and quantitative data. to identify key issues and how they should be addressed. He is comfortable working with staff, whether in workshops or one-to-one in developing action plans and their implementation. As a former Director in the National Audit Office, Phil was responsible for assessing the value for money of the UK’s Department for International Development and the Foreign & Commonwealth Office. Since then he has completed a doctorate on how TNGOs are responding to the value for money agenda.
Case studies
Phil has worked closely with the leadership teams of public sector bodies, such as County Councils in England, Children’s Trusts and the Police to provide address challenging financial issues. He has also advised a range of third sector bodies on how to develop value for money frameworks, and run training courses on how to align financial and performance management, as well as on research methods.
