Rosanne van Halm is an experienced financial controller with over 17 years of experience in the development sector. As the financial controller for several large USAID funded projects she has been managing projects with a total obligation of 800 M USD. She is a broadly skilled financial and organizational expert with a strong analytical background. With her extensive experience she knows how to assure donor compliance, organize financial management and how to translate financial issues, also to non-financials. Operational management is an integral part of her expertise, next to budget and proposal development, systems development, indirect cost recovery, risk mitigation, audit regulations and internal controls.

Since 2020 Rosanne has been working as an independent consultant and trainer, providing organizational capacity assessments, development plans and capacity building. She is supporting new recipients for donor funding in financial management, including providing trainings for (USAID) recipients on the rules and regulations, donor compliance, partner management, audits, and financial decision making. She has supported development programs worldwide and is fluent in English and Dutch.
